The Project of Energy Efficiency Enhancement in Montenegro is targeted at the improvement of preconditions for a broader use of selected energy-saving technologies. It functions on three levels: • Implementation of pilot measures and awareness raising campaigns at micro or household / company level, • Knowledge creation in relevant intermediary institutions at non-governmental and institutional level. • Improvement of legal and institutional preconditions at macro or governmental level. RBC and LBC's are ifo centers for Energy Efficiency program both to SME's and citizens.

JICA (Japan International Cooperation Agency) has organized seminary Enterprise Diagnose for employees in RBC/LBC in Montenegro, as well as Business training which can also be attended by other organization and/or enterprises staff. The seminary is held at Podgorica and Berane within two groups coming from the following centers:
Group MA: Berane, Bijelo Polje, Plav, Pljevlja, Rozaje i Zabljak
Group MB: Bar, Cetinje, Herceg Novi, Niksic i Podgorica
The seminary is lectured by Japanese experts within three modules held in October and November 2006, and February and May 2007.
At the end of Module 3, participants who successfully answer more than 80% questions and tasks will be awarded by JICA certificates.  

JICA also organizes a training course on “Production Management for Southeast European Countries” in Sapporo, Japan, for the period of May 22 - June 30, 2007. Based on specific criteria for the seminary participants in Monetenegro , they selected two persons to be sent in Japan:

In 2006 the following highlights:
Operating meetings with the local government related to Kinder Amusement Park to be build up, and a playground at gipsy settlement in Cetinje (donated by HELP), as well as possible cooperation among local companies and foreign partners and investors
School in the Nature - Cetinje, three spring rounds implemented during April – May 2006

Assistance to Sports Center Cetinje in project Adaptation and reconstruction of the building (motel and parking), which included business plan applied to IRD-USAID for donation, and investment plan to the bank for credit support.
JICA (Japan International Cooperation Agency) seminar “Company Diagnosis” for employees in Montenegrin business centers, and another one for entrepreneurs related to marketing strategies and production process improvements.
Collaboration with HELP Montenegro and the local government to build a playground and toilets in Roma settlement (the city suburb), and representative of "Stichting Dutch International Guarantees for Housing" to build apartments for needy households at Cetinje as well.
New web site and domain of LBC Cetinje hosted with additional 200 subdomains intended to SMEs presentations (www.bc-cetinje.com).

In 2007:

JICA seminar "Company Diagnosis" completion.

JICA training course "Production Management for South-Eastern European Countries" in Japan (one person from LBC Cetinje participated).

We participated project for reconstruction of Sports Center Cetinje.

Negotiations with potential foreign investors interested in Cetinje.

In 2008:

LBC Cetinje office moved to the Sports Center Cetinje building.

In 2009:

Preliminary activities and education for the Energy Efficiency project implementation in Montenegro.

In 2010:

Closer cooperation to Slovenian development agencies has been established.

Business centers in Montenegro are to serve as info office for Energy Efficiency both for citizens and enterprises as well. GTZ provided new office equipment.

New seminars for business centers' staff started in accordance with realization of IPA program.
